I. Background
Awards and recognition are traditional practices of the Ministry of Basic Higher and Technical Education-Bangsamoro Autonomous Region in Muslim Mindanao (MBHTE-BARMM) in line with the DepED’s adoption of the newly-designed K to 12 Basic Education Curriculum. In as much as assessment is one of the core components of the K to 12 Curriculum, MBHTE continues adopting Policy Guidelines on Classroom Assessment to determine learners particularly in Grade 6 and Senior High School graduates that emerge with excellence and outstanding performances in both curricular and co-curricular abilities. Leadership skill is one of the competencies under co-curricular performance that needs to be developed in every Bangsamoro learner. The learner that excels in this particular skill deserves recognition. Thus, this Ministry introduces Salamat Hashim Leadership Award, which is named after the founding Chair of the MILF (Moro Islamic Liberation Front) to glorify grade 6 and senior high school graduates that exemplify his leadership traits in advancing the sacred struggle for self-determination of the Bangsamoro people.
Salamat Hashim Leadership Award shapes desirable leadership passion among young Bangsamoro learners who have demonstrated effective, motivational and contributing leadership skills, capabilities and responsibilities for promoting youth and learners to become useful Bangsamoro citizens of the BARMM in particular and the nation as a whole. It portraits the utterances of Hashim Salamat, “Even if I die, the next generation will continue the struggle.” It also boosts significant encouragement for graduating learners who will be acknowledged as recipients of this award during their school-awarding ceremony. It will definitely persuade Bangsamoro students to strive harder for leadership excellence that possibly prepares them to pave their paths towards commendable performances which will motivate and develop their leadership skills, knowledge and capabilities for the future sustainable administration and management of the BARMM Government as what Salamat Hashim said, “I encourage everyone, let us walk together for the next level of this struggle, In sha Allah”.
II. Rationale
For the strengthening and
sustainability of the student’s enthusiasm towards passion of excellence and
outstanding abilities, skills and knowledge, the Ministry released MBHTE Office
Memorandum Order No. _______ s. 2021 dated May 27, 2021 entitled: “Policy
Guidelines on Awards and Recognition for the K to 12 Basic Education Program”.
This unnumbered Office Memorandum Order s. 2021 stipulates the different awards
and recognition that shall be given to those students showing exemplary
performances and achievements in both curricular and co-curricular activities.
One of the awards specified in the guidelines is the Salamat Hashim Leadership
Award recognizing leaners/students who are able to meet set of criteria in the
following manner:

To carry out the MBHTE
Office Memorandum Order No. ________ s. 2021 specifically on leadership award,
the MBHTE shall design Salamat Hashim Leadership Award for deserving Grade 6
graduate and Senior High School graduate every year beginning School Year 2021-2022.
However, the Ministry shall release ahead of time the adopted Policy Guidelines
on Awards and Recognition for the K to 12 Basic Education Program articulated
in the above-mentioned Order before the official launching of Salamat Hashim
Leadership Award. This award is in the
form of medal that shall follow the technical specifications below.
The Grade 6 and Senior
High School graduates that will be rated as the most deserving recipients of
Salamat Hashim Leadership Award shall also receive a cash gift of P 1, 000.00
per awardee simultaneously with the giving of medal during their school-awarding
ceremonies.
For practical procedure in the identification of the Salamat Hashim Leadership awardees, every school shall adopt the conventional mechanics employed in the process of ranking honor students and/or candidates for graduation. This mechanics is technically operated by the School Selection Committee that shall be composed of school head who will act as chairman and four (4) members from the teaching staff.
I. Objectives
To ensure sustainable implementation of the MBHTE Office Memorandum Order No. _______ s. 2021, the MBHTE shall employ with the Salamat Hashim Leadership Award for the attainment of the following objectives:
- To motivate and persuade Bangsamoro learners for exemplary
performances in the field of leadership which will be contributing to the
school, community and the BARMM as a whole
- To encourage and acknowledge learners/students/completers/graduates
who have demonstrated excellent capabilities in leadership competencies in
their organizations established in the school community
- To remind Bangsamoro learners and make them think that the creation
of BARMM Government which is currently enjoyed by the Bangsamoro people,
has come to reality out of the leadership competence adopted by Salamat
Hashim.
