I. Background
Awards and recognition are traditional practices of the Ministry of Basic Higher and Technical Education-Bangsamoro Autonomous Region in Muslim Mindanao (MBHTE-BARMM) in line with the DepED’s adoption of the newly-designed K to 12 Basic Education Curriculum. In as much as assessment is one of the core components of the K to 12 Curriculum, MBHTE continues adopting Policy Guidelines on Classroom Assessment to determine learners particularly in Grade 6 and Senior High School graduates that emerge with excellence and outstanding performances in both curricular and co-curricular abilities. Leadership skill is one of the competencies under co-curricular performance that needs to be developed in every Bangsamoro learner. The learner that excels in this particular skill deserves recognition. Thus, this Ministry introduces Salamat Hashim Leadership Award, which is named after the founding Chair of the MILF (Moro Islamic Liberation Front) to glorify grade 6 and senior high school graduates that exemplify his leadership traits in advancing the sacred struggle for self-determination of the Bangsamoro people.
Salamat Hashim Leadership Award shapes desirable leadership passion among young Bangsamoro learners who have demonstrated effective, motivational and contributing leadership skills, capabilities and responsibilities for promoting youth and learners to become useful Bangsamoro citizens of the BARMM in particular and the nation as a whole. It portraits the utterances of Hashim Salamat, “Even if I die, the next generation will continue the struggle.” It also boosts significant encouragement for graduating learners who will be acknowledged as recipients of this award during their school-awarding ceremony. It will definitely persuade Bangsamoro students to strive harder for leadership excellence that possibly prepares them to pave their paths towards commendable performances which will motivate and develop their leadership skills, knowledge and capabilities for the future sustainable administration and management of the BARMM Government as what Salamat Hashim said, “I encourage everyone, let us walk together for the next level of this struggle, In sha Allah”.
II. Rationale
For the strengthening and
sustainability of the student’s enthusiasm towards passion of excellence and
outstanding abilities, skills and knowledge, the Ministry released MBHTE Office
Memorandum Order No. _______ s. 2021 dated May 27, 2021 entitled: “Policy
Guidelines on Awards and Recognition for the K to 12 Basic Education Program”.
This unnumbered Office Memorandum Order s. 2021 stipulates the different awards
and recognition that shall be given to those students showing exemplary
performances and achievements in both curricular and co-curricular activities.
One of the awards specified in the guidelines is the Salamat Hashim Leadership
Award recognizing leaners/students who are able to meet set of criteria in the
following manner:

To carry out the MBHTE
Office Memorandum Order No. ________ s. 2021 specifically on leadership award,
the MBHTE shall design Salamat Hashim Leadership Award for deserving Grade 6
graduate and Senior High School graduate every year beginning School Year 2021-2022.
However, the Ministry shall release ahead of time the adopted Policy Guidelines
on Awards and Recognition for the K to 12 Basic Education Program articulated
in the above-mentioned Order before the official launching of Salamat Hashim
Leadership Award. This award is in the
form of medal that shall follow the technical specifications below.
The Grade 6 and Senior
High School graduates that will be rated as the most deserving recipients of
Salamat Hashim Leadership Award shall also receive a cash gift of P 1, 000.00
per awardee simultaneously with the giving of medal during their school-awarding
ceremonies.
For practical procedure in the identification of the Salamat Hashim Leadership awardees, every school shall adopt the conventional mechanics employed in the process of ranking honor students and/or candidates for graduation. This mechanics is technically operated by the School Selection Committee that shall be composed of school head who will act as chairman and four (4) members from the teaching staff.
I. Objectives
To ensure sustainable implementation of the MBHTE Office Memorandum Order No. _______ s. 2021, the MBHTE shall employ with the Salamat Hashim Leadership Award for the attainment of the following objectives:
- To motivate and persuade Bangsamoro learners for exemplary
performances in the field of leadership which will be contributing to the
school, community and the BARMM as a whole
- To encourage and acknowledge learners/students/completers/graduates
who have demonstrated excellent capabilities in leadership competencies in
their organizations established in the school community
- To remind Bangsamoro learners and make them think that the creation
of BARMM Government which is currently enjoyed by the Bangsamoro people,
has come to reality out of the leadership competence adopted by Salamat
Hashim.

With GIZ Via TEAMS
Mr. Albert L. Putong, Advisor from GIZ presided over the meeting between Asec Pajiji and me last April 15, 2021, virtually through TEAMS while Asec Fhadz was at the dining table of the office and I was inside the living room to catch up strong access of the internet. Two days before the meeting, Asec Fhadz informed me to prepare for the online confrontation with GIZ Advisor. I thought it was like what I experienced with PBEd using Zoom. There was a link sent by Mr. Putong to my Gmail account. As I tried to click the link, I expected it to redirect me to Zoom. I was surprised to see after loading when TEAMS crossed my sight. It made me enter the living room where a strong signal was available. It reminded me of what I encountered in a TEAMS meeting with education partners last month. I did not get into the discussion due to my inadequate knowledge of using TEAMS. After some minutes, I was within the group where the meeting already started. I began to ask permission to speak and introduce myself before Mr. Putong. The GIZ Advisor did not notice me well until Asec Fhadz came in telling Mr. Putong about my entry. We were only four at the virtual conference. One woman was from the CARAGA region named Ma'am Beth. After the introduction, Mr. Putong proceeded to a PowerPoint presentation. It was about Strengthening Youth for a Culture of Peace and Non-Violence in Mindanao (YOUCAP) Deutsche Gesellschaft fur Internatioale Zusammenarbeit (GIZ) GmbH. I listened attentively to the presentation. I appreciated the program as Mr. Putong went on with his comprehensive slides. |
MBHTE-BARMM is one of the regions targetted by GIZ to select at least one secondary school with five participating students from Grade 8 level that would be escorted by the school head, guidance counselor, grievance committee member, and the teacher-adviser of the classroom and SSG (Supreme Student Government) adviser of the campus for virtual training. The training would cover for a period of six months. Then, it would be followed by the production of a Conflict Management Manual that would serve as a guide for the students and teachers or other trainees in the implementation of the program's target in the selected or piloted school. MBHTE-BARMM would be free for the appropriate identification of a secondary school for the GIZ training on the aforementioned "Strengthening Youth for a Culture of Peace and Non-Violence in Mindanao". Asec Fhadz tasked YFD (Youth Formation and Development) Coordinator, Ms. Alanisa M. Bantuas to identify and facilitate the selected school in preparation for the GIZ program in so far as a youth in the school is taken into consideration. Sir Albert gave the floor to participants for comments, reactions, and suggestions. Supersam clarified well the non-involvement of elementary students. He also suggested some right school personnel that would be counted as among the participating students. Asec Fhadz asserted that MBHTE-BARMM is in the process of crafting a 15-year BERDP (Bangsamoro Education Reform and Development Plan). GIZ Conflict Management Manual would ensure alignment to the BERDP. |
Newly-modified Structure for the Office of the Minister
Memorandum Office Order No. 412 s. 2021 dated April 14, 2021, signed by Mohagher M. Iqbal, Education Minister, has informed and guided all concerned for the compliance with the new employees' structure for the Office of the Ministry of Basich Higher and Technical Education. BTA Resolution No. 422: Ramadhan Allowance
BARMM Followers, Facebook Fanpage posted photocopy of Resolution Number 422 entitled: Resolution
Requesting the Office of the Chief Minister to Authorize the Grant of Ramadhan
Allowance to All Personnel and Employees of the Bangsamoro Autonomous Region in
Muslim Mindanao. The resolution was tackled during the 2nd Regular Session
until it was finally approved. With regards to the
amount of allowance to be granted might be more increasing than those days'
Ramadhan bonus is given to every teaching and non-teaching personnel of the
previous administration because this resolution has cited the amount of
Christmas bonus which is equivalent to 1-month salary given by the national
government. This is indeed one of the amazing accomplishments of the BARMM that
makes her funded personnel more passionate and loyal to the newly-established
BARMM Government aspiring for BTA extension. |
In the previous
administration, ARMM Government appropriated only P 5,000.00 Ramadhan bonus for
every personnel officially hired in the different offices or agencies.
Sometimes, it was reduced to P 3, 000.00 for every government worker. The
amount was not fixed. Likewise, there was no assurance for every year's grant. It
would just depend on the discretion of the government head or the regional
governor. It seemed that the Ramadhan bonus was not as memorable as the Christmas bonus
that could be expected every December of the year. Thus, several employees of
the BARMM feeling delighted as they browsed the post below on Facebook social media. Their happy faces and hearts upon knowing the approved resolution
manifested in their Facebook comments and shares for other Facebook users'
reference. |

The 2-Day Bangsamoro Task Force Ending Local Armed
Conflict (BTF-ELAC) Clusters Framework/Implan formulation Workshop was called
for Asec's presence by sending of program matrix via Facebook Messenger. Asec
forwarded the matrix to Supersam for representation in a sense he was in Sulu
with PMO engineers for Turn-over and Ground Breaking Ceremony for School
Building Constructions. Ms. Alanisa M. Bantuas would actually be the Alternate
of Asec in BTF-ELAC. She would not be also available for the workshop due to
her meeting in FYD. Thus, Supersam was the only choice.
BTF-ELAC has been formed pursuant to the Presidential Executive Order No. 70, DepED OUA Memo No. 00-0520-0052 dated 18 May 2020, re: “Representatives to the Task Force to End Local Communist Armed Conflict (ELCAC)” as further reiterated by OUA Memo No. 00-0221-0015 dated 02 February 2021, re: “Submission of NTF-ELCAC Representatives’ Details and Participation in the JRTF Levelling and Consultation Meeting”. However, Pursuant to Executive Order No. 0010, Office of the Minister entitled “Amending Executive Order No. 018 s. 2019 entitled “Creating Technical Working Group and Secretariat of the Regional Task Force-Ending Local Communist Armed Conflict and Designating Focal Persons for Clusters/Line Efforts Thereof”, localization of ELCAC into ELAC (Ending Local Armed Conflict has been approved by the Office of the President. As he arrived at the workshop early in the morning of
March 24, 2021, Supersam tried to ask the Registration Personnel on what
Cluster he should sit with because every table was having a cluster name. It was
the EMCEE who noticed him and responded that it would be Basic Services
Cluster. Sir Moore answered in affirmative when he was asked by EMCEE his
representation, Asec Alfhadar J. Pajiji - MBHTE BTF-ELAC Focal Person by virtue
of the Regional Memorandum Order No. 236 s. 2021.
Later, EMCEE moved Supersam to Livelihood and Poverty
Alleviation Cluster on the basis that MBHTE is the Lead for the said cluster.
Participating ministries for Livelihood and Poverty Alleviation Cluster were
Ministry of Social Services and Development, Ministry of Interior and Local Government,
Ministry of Trade, Investment, and Tourism, Ministry of Health, and Ministry of
Basic Higher and Technical Education, the Lead Ministry. |
Supersam had gone beyond two streets before he found
Golden Lace Resto, the official venue of the workshop. In the morning session,
the program was purely opening and presentation of the different personalities
especially those coming from the National Task Force-End Local Communist Armed
Conflict spearheaded by retired Lt. Col. Mario Jose chico. Briefing and
orientation for the workshop started almost lunchtime. Every cluster was given
a copy of Worksheet 1 that can be gleaned from the photo below. It was about
prioritization of barangay having armed conflict until the cluster members
would plan some appropriate programs and projects that would surely end the local
armed conflict after the targeted time. The NTF-ELCAC and BTF-ELAC Secretariats
has already some copies of listed barangays, municipality, and provinces of the
Bangsamoro Autonomous Region in Muslim Mindanao where local armed conflict would need to be addressed by not just one agency or sector rather in a
convergent manner. So, every participating cluster would no longer be bothered
by thinking for a priority barangay. In case of Livelihood and Poverty
Alleviation Cluster chose Barangay Madiya, Datu Saudi Municipality as their
priority target for ELAC Implementation and Plan.
BTF-ELAC has adopted Cluster Approach so that initiation
and implementation of suitable programs and projects for the targeted barangay
would be realistic because every ministry has its own government programs and
projects intended for the upliftment of the residents.
On the second day of the workshop, BTF-ELAC, and NTF-ELCAC
Secretariats added Worksheets 2 and Worksheets 3 to every cluster for the
finalization of the BTF-ELAC Plan. Presentation of the outputs from different
clusters started before lunch. In the case of Livelihood and Poverty Alleviation
Cluster, an MSSD participant was recognized as the second presenter in the afternoon.
The distribution of certificates was only for those coming
from the national level. Accordingly, the certificates of those local
participants would depend on the available time of the signatories. Photo ops
came as the final closing activity of the workshop. |
